The Jay Act Advocacy & Legal Reform Initiative is a justice reform organization dedicated to advancing accountability, transparency, correctional healthcare reform, and support for incarcerated individuals and their families.
Founded through the leadership and lived experiences of advocates directly impacted by the criminal justice system, the organization works to expose systemic failures, elevate unheard voices, and pursue meaningful change through advocacy, public awareness, and community engagement.
Through collaboration with families, community leaders, professionals, advocates, and media partners, The Jay Act continues to expand its mission of protecting human dignity and promoting reform throughout correctional systems.

Co-Founder • President • Chief Executive Officer
Jose “Jay” Rodriguez serves as the Co-Founder, President, and Chief Executive Officer of The Jay Act Advocacy & Legal Reform Initiative.
While incarcerated, Rodriguez faced significant medical challenges that exposed serious concerns surrounding healthcare access and accountability within correctional institutions. Rather than allowing those experiences to define him, he transformed them into a mission dedicated to advocacy, education, and reform.
Today, Rodriguez serves as the visionary leader of the organization, helping guide its mission while mentoring incarcerated individuals, supporting families, and advocating for meaningful policy change nationwide.
His story serves as both a warning about the consequences of systemic neglect and a testament to the power of perseverance, leadership, and advocacy.

Founder • Executive Director
Stephanie Harris serves as the Founder and Executive Director of The Jay Act Advocacy & Legal Reform Initiative.
As the driving force behind the organization’s daily operations and advocacy efforts, Harris works directly with incarcerated individuals, families, public officials, legal professionals, and community stakeholders to advance accountability and reform.
Her leadership has helped transform The Jay Act from an individual fight for justice into a growing movement focused on transparency, public awareness, and meaningful change throughout correctional systems.

Dr. Franchesca Capellan brings extensive experience in executive leadership, behavioral health, education, and community-based advocacy.
With a professional background supporting individuals, families, and communities impacted by systemic inequities, Dr. Capellan contributes a unique perspective rooted in research, leadership development, and community-centered care.
Her work focuses on strengthening systems of support for justice-impacted families, promoting trauma-informed leadership practices, and helping build sustainable networks that center dignity, trust, and long-term impact.
Dr. Capellan’s academic research and professional experience continue to strengthen The Jay Act’s commitment to advocacy, family support, and systemic reform.

Executive Marketing Director
Elliott Carterr is an independent journalist, media executive, prison reform advocate, and founder of LFTG Radio.
As Executive Marketing Director, Carterr leads public awareness initiatives, digital outreach, media strategy, and communications efforts designed to amplify the voices of incarcerated individuals, justice-impacted families, and reform advocates.
Through LFTG Radio, The Gutter Report, and the Gutter Justice Project, Carterr works to increase public understanding of issues involving prison accountability, correctional healthcare, and justice reform while helping connect advocacy efforts with broader audiences.
